AbstractThis research seeks to understand the genuine situation and the reasons why asylum seekers in Hong Kong are more likely to engage in offending behaviors. Based on 14 in-depth interviews with asylum seekers, law enforcers, social workers and volunteers in Hong Kong, this research identifies the reasons why the asylum seekers come to Hong Kong, the various difficulties the asylum seekers is facing in their daily life and how they react to this issue. The offending behaviors of asylum seekers will be explained through psychological and sociological perspectives in labeling theory, anomie theory and moral panic. This research also addresses the existing government policies regarding to asylum seekers in Hong Kong and further provides recommendations for improving the current situations.
