AbstractThis paper proposes a modeling framework to plan for the supply and demand matching of public hospital beds in Hong Kong for the future years till 2006. It addresses the planning issues of (1) hospital locations and (2) service allocations, which include new services distribution as well as existing services redistribution. The structure of such a general modeling framework is emphasized here, with small-scaled numerical examples as illustrations for its intended useful purposes.
