Objectives
To estimate and evaluate changes in both the quantity and quality of educational provision in Hong Kong after 1954; to identify and understand the factors enabling and those discouraging such changes; to analyze and appraise the processes of education policy-making in this period; to assess the parts played by individuals, organized groups, and external forces in reinforcing existing policy or in effecting policy changes; to produce a report on the research findings within six months of the completion of the research project, and in any event not later than 30 September 1995.
