Objectives
The ultimate objective is to establish a long-term collaboration between the French and Hong Kong (HK) research groups, where our initial focus is on the development of new chance-constrained programming models for medical workforce planning in emergency departments (EDs) under rare crises (e.g., Covid-19 and natural disasters). The deliverables are expected to advance the state of the art in healthcare workforce planning and aid hospital administrators in decision-making for the enhancement of efficiency and reliability of the EDs in the two regions during rare crises. We will deliver the required chance-constrained stochastic programming model and solution algorithms for practical solutions. Through the research visits, both research teams will have first-hand observations and an understanding of the emergency medical system in the counterpart’s region. Young talents of both teams will experience world-class research and be trained throughout the project as promising researchers.
