(1) To establish the frequency and intensity of the extreme cold and damp events, and evaluate theirhealth effects to the older population under extreme cold weather;(2) To develop a holistic mitigation action plan with better urban planning and building design underextreme cold weather, and hence for the year-round climatic conditions under future climate change;(3) To develop a holistic adaptation action plan for supporting services to increase the resilience ofolder population to extreme cold weather.
