Objectives
To explore how universities and their administering units in Guangdong respond to the decentralization process initiated by the central government; to trace the extent to which central government is prepared to tolerate when the local governments implement policies in ways which may be outside the policy scope as prescribed in relevant government regulations and decrees and how these practices may lead to changes in national policy.
