| Abstract | Economic development strategies in China have been closely examined by western scholars for decades, but the study of regional planning and its relations with national plans have not received adequate attention. I provide a comprehensive survey of the different economic regions in the light of energy provision constraints and the potential for industrial growth. Economic development strategies and regional policies adopted since 1949 are systematically documented and critically evaluated against the socialist ideal of "growth with equity'. In conclusion, the notion of "Socialism with Chinese Characteristics' is a synonym for "politics in command'. The study of the Gao Gang incident has afforded new explanations for the Sino-Soviet split while delineating how collective leadership is employed against localism. It also assesses the application of "development from above or below' as an analytical concept in the development study of China. -from Author |
