Abstract | "Sovereignty has been for a long time the corner stone of the international order. As such, it is by now more and more challenged by many factors, while intervention, which was formerly considered as an aggression, is now perceived positively and even demanded. This reversal of the world order seems however uncertain: intervention is more and more controversial, when it is decided (kosovo) or when the international community gives up (Great Lake); it results in increasing unequal powers in the world rather than international integration, it generates conditions of frustrations and humiliations; it is free of every control even though these interventions are increasingly monitored by the "international public space" taking the place of the fading state diplomacy and rather inefficient international institutions."--Abstract |
