Abstract | Normally in a citizenship-conscious society, by nature spaces are subdivided bilaterally, i.e. privately owned and publicly owned whereby the accessibility to these spaces is defined accordingly. However, when the city is getting more sophisticated, new types of spaces are emerging to allow or accommodate uses to enhance social functioning, like connectivity, multiple-usage, etc. Along this line, POPS in New York, POSPD in Hong Kong and other similar spaces where the identity of public and private ownership may be overlapped to meet new needs of the society. POSPD is also associated with planning gain that developers proposed to be included in the lease conditions. From the Times Square Incident to the development of POSPD guidelines, the author tries to highlight the principles and challenges of POSPD in the future. |
