AbstractThis article argues that the controversy over the Fugitive Offenders and Mutual Legal Assistance in Criminal Matters Legislation (Amendment) Bill 2019 reveals flaws in Hong Kong's political system that, if unrectified, may prove fatal to the operation of China's 'One Country, Two Systems' model in Hong Kong. If this model is to be sustained, genuine democracy in Hong Kong is needed.
