AbstractBiennial Flat Inspection (BI) System is a policy tool of Housing Department (HD) to ensure cost-effective and rational use of public resources by detecting and combating tenancy abuse. This study aims to examine the implementation of BI system including implementers’ attitudes towards BI enforcement and potential reasons behind their inconsistent implementation behavior as well as making constructive recommendations from implementers’ perspective for system effectiveness enhancement to achieve rational utilization of PRH resources. A combination of quantitative and qualitative research in a sequential order of exploratory sequential design (Creswell and Plano Clark, 2011) was employed in this study in which anonymous online survey conducted prior to qualitative interviews. Descriptive analysis was adopted for both quantitative and qualitative data. Both survey and qualitative findings of the study revealed that the policy resources, manpower for BI implementation is insufficient, the popularity of BI among PRH residents is low and there is absence of established feedback channel for implementers to provide suggestions for system adjustment and review of BI implementation mode is needed. This study provided corresponding recommendations to address the aforementioned problems.
