AbstractHong Kong Housing Authority, being one of the most important housing management roles in Hong Kong, a lot of shopping centers built in the early years were being dilapidated which caused the deduction of visitors and occupancy rate of shops. Housing Authority adopts trade out the old shopping centers to the private organization to avoid suffering a huge amount of the revitalization cost. However, several news indicated the defects of this action, i.e. high rent of shops, the high price of commodities, the disappearance of the traditional shops, and else, causing discontent among stakeholders happened from time to time. Nevertheless, in another point of view, the private organization's success to rescue those old shopping centers through their successful revitalization strategy, including additional facilities, redesigning the shop combination, and else. The successful cases from the private organization motivated the Hong Kong Housing Authority to learn from them to revitalize the shopping centers under their management. However, these actions may bring different impacts to the stakeholder. This dissertation, therefore, sheds light on this unaddressed issue. The result of this dissertation indicated that although the Hong Kong Housing Authority proceed with the revitalization of the shopping centers and contributed to the change of people’s negative image of the shopping center, it fails to answer the fundamental expectation regarding the shopping center of people, such as people would like to purchase a variety of goods at a lower price, to expect additional of access facilities. Hong Kong Housing Authority lost its focus on the revitalization of the shopping center. Given the continuation of the revitalization of the shopping center in the future, this dissertation pragmatically suggested recommendations to improvise the current policy in addressing the major problems based on the survey result of this dissertation. It hoped to provide insight for the Hong Kong Housing Authority in resolving the major critics and smoothening the future practice.
