The impact of the emerging occupational health and safety management systems (OHSMS) on the frontline operational staff in property management industry in Hong Kong

Abstract

This study investigates the impact of emerging Occupational Health and Safety Management Systems (OHSMS) on frontline operational staff in the property management industry in Hong Kong. Thorough literature view on previous studies in the field was performed and a comprehensive internet survey was conducted to assess employee perceptions regarding OHSMS practices, safety performance, employee engagement, and employee satisfaction. The survey included frontline operational staff from different roles, with different organizations including organization with ISO 45001 certification, OHSAS 18001 certification, and no certification to collect primary data and provide valuable insights for other practitioners and policymakers. Results indicate that organizations with ISO 45001 certification demonstrated higher levels of risk awareness, safety performance, and employee engagement compared to those with OHSAS 18001 certification or no certification. However, employee satisfaction levels varied across different certification types, with OHSAS 18001-certified organizations showing higher satisfaction scores. The study highlights the need for ongoing evaluation and improvement of OHSMS implementation, particularly in addressing employee recognition and rewards, absent rates, and the impact on productivity. These findings contribute to the existing body of knowledge on OHSMS effectiveness and provide practical recommendations for enhancing occupational health and safety practices in the property management industry in Hong Kong.
