AbstractBuffer zones, a tool designed to provide additional protection to heritage sites, have attracted increasing amounts of attention in both professional and scholarly discussions after they were officially recommended for new nominations of World Heritage Sites in the UNESCO Operational Guidelines from 2005 onwards. In the case of urban historic cities with World Heritage status, buffer zones are functionally strategic in connecting the historic core with the surrounding urban tissues, while protecting it from external threats. Nevertheless, the provision of official guidance or criteria concerning the delineation, application and monitoring of buffer zones is somewhat limited up to this day, based on the ground that each heritage site is unique in itself and hence deserves a case-by-case mechanism. By using Malacca City and George Town, in Malaysia as case study examples, this paper attempts to present and evaluate the application of buffer zones at the local level, rather than criticize the idea more broadly. Aspects that are considered relevant and to be studied in detail include objectives, delineation, statutory development controls, stakeholder engagement, local monitoring mechanism, and financial incentives, in order to examine the functional capacity of buffer zones from a multidisciplinary perspective. Through this case study, sharing of experiences and lessons of exercising buffer zones in urban historic cities, as far as contribution to a genre-specific strategic framework of buffer zone approach, can be made. The experiences and understanding obtained through the 30 years of exploration and research on the buffer zone approach is assessed and referred to, so as to encourage avoidance of the common errors in using buffer zones in urban historic cities.
