1 To examine the underlying reasons for the persistence of campaign-style policing against organised crime in China. 2 To investigate the extent to which political and institutional conditions have led to the continuity of this practice. 3 To develop a new theory of policy persistence to interpret why the government continuously favours a policy that most academics and practitioners would prefer to change. 4 To identify new directions for conducting research and making policy in response to the ineffective policing of organised crime.
