AbstractThe institutionalization rate in Hong Kong is ranked one of the highest worldwide, despite the promotion of aging-in-place by policy-makers. This study aimed to explore the factors underlying the strong motivation for the application for residential care service (RCS). Participants were low-income family caregivers (N=348) taking care of an elder with moderate or severe level of impairment. Over a third (36.1%) of caregivers would have accepted the RCS offer if it had been made available. Caregiver burden and elders’ poor health were significantly associated with the decision of acceptance, whereas elders’ living arrangement and their use of community and informal (domestic helper) care were not. Thematic analysis on their consideration for such decision revealed that 21.8% believed elders would receive better care in a residential care home. The advantages of aging-in-place has been under-recognized. Enhancing the community care services may be helpful for further promoting ageing-in-place.
