Abstract | China started its economic reform in the 1980s. The reform started from decentralization of finance and management and has caused a decentralization of the education system. The state, or guojia in the local language, has changed its meaning because of the decentralization. The change is subtle, but is sufficient to change the sources of legitimacy of the government from one of resource allocation to one of autonomy granting. However, decentralization has caused serious disparity which has in turn aroused different, sometimes conflicting, expectations from different parts of the nation.
